ENGINEERING FACILITIES ASSET MANAGER

ESSENTIAL FUNCTIONS

ESSENTIAL FUNCTIONS

1. Oversight of consultant’s preparation of construction documents. These documents include but are not limited to: Construction Drawings; Construction Specifications; Scopes of Work; and General Conditions. 

2. Oversee and coordinate technical design development process. Ensure that Technical Services Goals and technical approach to the project match with the budget and schedule.

3. Works with the City Purchasing Department to complete bidding & awarding of facility Capital Improvements and major repair projects. This includes but is not limited to development of a bidders list, a project schedule, and assisting with the preparation procurement documents. 

4. Perform oversight of vendors and contractors. This includes but is not limited to evaluation of technical performance and adherence to the contract requirements, which includes all aspects of the project. It also includes management of the submittal, request for information, modification documents, the directive process, and the change order process.

5. Monitor changes or delays to construction schedule. This includes but not limited to evaluation of the contractor’s schedule performance and schedule coordination with other groups and departments. Weekly look ahead and updates are reviewed, and recovery plans are developed if schedule variances evolve.

6. Preparation of initial and additional capital funding requests including developing the project justification and a project budget.

7. Understands and actively participates in Environmental, Health & Safety responsibilities by following established policy, procedures, training and team member involvement activities. 

8. Develops cost estimates for both new and existing projects and ensuring accuracy of the estimates. 

9. Conducts regular site walks and inspections and tracks project progress.

10. Lead and participate in applicable meetings: Pre-construction, weekly team, safety, operations, contractor, etc.

11. Perform condition assessments and develop design repair details to prolong an assets' life.

12. Work closely with cross-functional teams and executives on the options to manage structural assets.

13. Compile construction documents and specifications.

14. Perform field investigations of older assets.

15. All other duties as required. 

EDUCATION AND EXPERIENCE REQUIREMENTS

•        Bachelor’s degree in Engineering, Construction Management or related field, or equivalent experience.

•        4+ years' experience in Construction, Construction Project Management, or Municipal Fixed Asset Management.

•        Maintain fixed asset database using it to develop schedules for replacement or improvements of fixed assets.

•        Deep an extensive knowledge of the construction industry activities and their relationships, the project management process, and construction contracting.

•        Ability to read and interpret drawings, specifications, and general requirements.

•        Ability to identify issues and express their impact on the construction process.

•        Experience working on complex construction site(s).

•        Experience working with contractors, sub-contractors, and consultants to achieve completion of projects that meet client expectations.

•        Detail-oriented, organized, and capable of working independently.

•        High level of proficiency in computer skills, planning, organization, problem-solving, written communication, leadership, public relations, integrity, and motivation.

•        Experience establishing and maintaining effective working relationships and dealing tactfully and persuasively with others in controversial situations. 

•        Experience communicating effectively verbally, electronically, and in writing, through oral presentations, written reports, and discussions with internal and external stakeholders.

•        The successful candidate must possess strong analytical, problem-solving, and organizational skills and must be able to work in a fast-paced environment.
